The NDIS can feel overwhelming at first, the acronyms, the paperwork, the jargon. This page breaks it all down in plain language so you know exactly what it is, whether you qualify, and how to get started.

What is the NDIS?

The NDIS is an Australian Government program that funds supports for people with a permanent and significant disability, giving them more choice and control over how they live their lives. It’s run by the National Disability Insurance Agency (NDIA). If eligible, you’ll receive an NDIS plan, a personalised document outlining your goals and the funding to help you reach them.

Permanent disability
A permanent disability is one that is likely to be lifelong. It doesn’t mean it can’t change, it means the underlying condition isn’t expected to resolve completely.
Significant disability
A significant disability has a substantial impact on your ability to complete everyday activities, like getting dressed, communicating, or getting around in the community.

Who can access the NDIS?

To access the NDIS, you need to meet a set of eligibility criteria. These are set by the NDIA and apply nationally — where you live doesn’t affect whether you qualify.

Under 65 years of age

You must be under 65 when you first apply. Once accepted, you keep your NDIS support as you age.

Permanent disability

Your disability is caused by a permanent impairment that is likely to be lifelong.

Significant impact on daily life

Your disability substantially impacts your ability to participate in everyday activities.

Australian citizen or permanent resident

Or hold a Protected Special Category Visa and be living in Australia.

What does the NDIS cover?

The NDIS funds supports that are reasonable and necessary, meaning they’re related to your disability, represent value for money, and are likely to help you work toward your goals.

Daily living support
Help with personal care, household tasks, meal preparation, and activities of daily life, at home or in the community.
 What the NDIS doesn’t cover
The NDIS doesn’t fund supports that are the responsibility of other government systems, like Medicare (health), public schools (education), or housing. It also won’t fund supports that aren’t related to your disability, doesn’t cover personal expenses, or supports that aren’t value for money.
If you’re unsure whether a specific support is covered, your Support Coordinator or a Mercy Connect team member can help you understand what’s fundable in your situation.

Understanding your NDIS plan

Once you’re accepted into the NDIS, you’ll work with a Support Coordinator or LAC to understand and implement your plan. Your plan outlines your goals and the funding available to achieve them, split across three support budgets

Core Supports

Funding for things that help you live day-to-day.

WHAT IT COVERS

Everyday help and essential needs.

Examples

Assistance with daily activities, transport, consumables like continence products, supported independent living, and community participation.

Capacity Building

Funding to help you learn, grow, and reach your goals.

WHAT IT COVERS

Building skills and independence.

Examples

Therapy (speech, occupational), training, support coordination, plan management, and help to find and keep a job.

Capital Supports

Funding for significant one-off purchases.

WHAT IT COVERS

Big-ticket items and home or vehicle changes.

Examples

Assistive technology like wheelchairs, home modifications, specialist disability accommodation, and major equipment.

Your plan is reviewed regularly

NDIS plans are typically reviewed annually, though this can vary. At your review, you’ll have the chance to discuss what’s working, what’s changed, and what you want to achieve in the coming year. Your funding may be adjusted based on your current goals and needs.

A Support Coordinator can help you prepare for your review so you go in knowing exactly what to ask for.

Managing your NDIS funding

Once you have a plan, you choose how your funding is managed, and you can use different management types for different parts of your plan.

How to apply for the NDIS

Applying doesn’t have to be stressful. Here’s the process from start to first plan, in plain language.

Check your eligibility

Review the basic criteria above. If you think you or a family member might qualify, the next step is to contact the NDIA directly or speak to a Local Area Coordinator (LAC).

Make an Access Request

Call the NDIS on 1800 800 110 and ask to make an Access Request, or submit an Access Request Form at my.ndis.gov.au. This is the formal step that starts your NDIS journey.

Gather supporting evidence

You’ll need supporting documentation from a treating professional (usually a GP, specialist, or allied health provider) describing your disability and how it affects your daily life.

NDIA reviews your application

The NDIA assesses your eligibility based on the information you provide. This can take several weeks. They’ll contact you with a decision.

Planning meeting

If approved, you’ll have a planning meeting with an NDIA planner or LAC to discuss your goals and develop your NDIS plan. This is where your funding is determined.

Your plan is activated

Once your plan is approved, you can start using your funding to connect with providers, including Mercy Connect.

The NDIS Price Guide, officially called the NDIS Support Catalogue, sets the maximum hourly rates that registered providers can charge for each type of support. It’s updated annually, usually from 1 July each year.
